DIN 276: The German Construction Cost Standard, Explained

If you invest in, develop, or build in Germany — or simply have to read a German cost report — you will meet DIN 276 on page one. It is the standard that structures every construction budget in the country: which costs go where, and how precisely they must be determined at each project stage. This guide explains the system for an international audience: the eight cost groups with English translations, the vocabulary of German cost reports, and how DIN 276 relates to classifications you may already know, such as Uniformat or MasterFormat.

What DIN 276 is — and why you can't avoid it

DIN 276 ("Kosten im Bauwesen" — costs in construction) does two things: it defines a hierarchical numbering system for construction costs — the Kostengruppen (cost groups) — and it defines six stages of cost determination that accompany a project from first budget to final account. It is a standard, not a law, but in practice it is inescapable: German banks and funding bodies expect cost breakdowns in DIN 276 format, contracts reference it, and architects' and engineers' fees under the German HOAI fee ordinance are calculated from the DIN 276 cost calculation. When a German report says a project costs so-and-so much "nach DIN 276", this structure is what it means.

The eight cost groups, in English

Total project costs are split into eight top-level cost groups, numbered 100–800. The numbering is hierarchical: the first digit is the main group (300), the second the subgroup (330 external walls), the third the individual element (334 external wall openings — windows and exterior doors). The English names below are the translations we use consistently across BlitzFin.

KG 300 + 400: the number German benchmarks actually quote

The single most useful thing to know when comparing German construction costs internationally: KG 300 and KG 400 together are the "Bauwerkskosten" — the pure cost of the building itself. German €/m² benchmarks (for instance the widely used BKI reference figures) typically quote Bauwerkskosten per square metre of gross floor area, not all-in project costs. A German "3,000 €/m²" and an international all-in figure are therefore not the same thing — the German number usually excludes land (100), site preparation (200), outdoor facilities (500), soft costs (700, often 15–25 % of Bauwerkskosten on top), and financing (800). Misreading this distinction is the classic mistake in cross-border feasibility comparisons.

The six stages of cost determination

DIN 276 also prescribes when costs are determined and how deep the breakdown must go at each point. German cost documents are named after these stages, so the vocabulary is worth learning — we give working translations, but in practice the German terms are used untranslated, and we recommend keeping them:

  1. Kostenrahmen (cost frame) — the initial budget envelope, based on the client's requirements. Answers: can we afford this at all?
  2. Kostenschätzung (cost estimate) — at concept design, usually to the first level of cost groups, based on benchmark values per m² or m³.
  3. Kostenberechnung (cost calculation) — at developed design, to at least the second level. The central decision document — and the basis for HOAI fee calculation.
  4. Kostenvoranschlag (pre-tender cost forecast) — added in the 2018 edition: a checked, third-level breakdown before contracts are tendered.
  5. Kostenanschlag (contract-stage cost plan) — during tendering and construction, built from actual bids and awarded contracts rather than benchmarks.
  6. Kostenfeststellung (final cost statement) — after completion: the actual costs, evidenced by final invoices.

Each stage is compared against the previous one. German-style cost control means catching deviations between stages early — not discovering the overrun at the end.

How DIN 276 maps to Uniformat, MasterFormat, and ICMS

DIN 276 is an elemental classification: it groups costs by what the money buys (foundations, external walls, heating), independent of which trade delivers it. That puts it in the same family as Uniformat II (ASTM E1557, North America) and the elemental logic of the UK's NRM 1 — if you know either, the DIN 276 mindset will feel familiar, even though the numbering and cut-offs differ in detail. It is not analogous to MasterFormat, which classifies by work results and trades; the German counterpart to that role is the GAEB/StLB trade structure ("Gewerke"), which Germany uses for tendering while DIN 276 is used for budgeting and cost control. The two coexist in every German project — a common source of confusion for international teams. For global cost reporting, ICMS mappings to DIN 276 exist at the top levels, but treat any automated mapping as approximate: the standards draw their category boundaries differently.

The current edition

The current edition is DIN 276:2018-12. It merged the earlier building-construction and civil-engineering parts into one standard, introduced KG 800 (financing) as its own top-level group — financing costs previously sat inside incidental costs — and added the Kostenvoranschlag as a sixth determination stage. When comparing against pre-2018 German cost data, account for the KG 800 move, or the totals won't line up.
